Butler County Health Care Center has an opening for a full time Health Information Management Director. This position will oversee administrative and operational duties for the Health Information Management department and acts as the HIPAA Compliance Officer. In this comprehensive role, the Director ensures the most secure practices are being used to protect the integrity of patient data, collaborates with hospital leaders regarding documentation practices, and meets compliance with regulatory bodies. The ideal candidate will have strong leadership, interpersonal, and communications skills that allows him/her the ability to exercise administrative and functional duties. Candidate must have a degree in Health Information Management and experience in a supervisory or leadership role in health care is preferred. Competitive compensation package.

ESSENTIAL DUTIES AND RESPONSIBILITIES including the following.  Other duties may be assigned. Understand and comply with the requirements of the Hospital’s Compliance Program, including, but not limited to the Code of Conduct, The Compliance Policy, all organization-wide policies for compliance and compliance plans affecting specific duties and responsibilities.

Participate in all education and training programs regarding compliance as required by hospital policy and as requested by supervisor.

Consistently support the compliance program through personal example; the provision of day-to-day instruction and correction to employees in regard to compliance-related issues; application of appropriate discipline as required for compliance violations; and ongoing monitoring of activities and work product in areas of responsibility with respect to compliance-related issues.

1. Oversees clinical record documentation and completion based on legal and regulatory guidelines set forth by the facility and governing bodies as well as provisions of statistical reports. Maintains proper record retention of patient records.

2. Coordinates all coding duties of patients' records per coding guidelines to ensure the coding reflects the documentation of services and procedures performed.  Audit records as necessary.  Provide education and feedback as needed to maintain accuracy and efficiency of patient record coding.

3. Identifies and addresses the needs of the medical staff related to record completion, dictation and transcription systems and other support services related to medical records.  Maintains positive relationships with medical staff.  Responsible for tracking, communicating and recording criteria established on the Physician’s Performance Profile.

4. Maintains and reports State Registries and statistics as required.

5. Staffs the department appropriately according to departmental functions and needs.  Selects and trains new staff and provides for the development, evaluation and corrective action, as needed, for Health Information Management personnel.  Monitors productivity and quality of work.

6. Acts as HIPAA (Health Insurance Portability and Accountability Act of 1996) Compliance Officer. Coordinates HIPAA compliance and training including HITECH (Health Information Technology for Economic and Clinical Health Act) and Omnibus requirements.

7. Collaborates with administration and legal counsel to identify and address privacy policies and procedures that require improvement.

8. Maintains policies and procedures related to Protected Health Information (PHI) access and use; ensures strict adherence by all staff with access to PHI.

9. Communicates with patients regarding their right to inspect, amend, and restrict access to their PHI.

10. Serves as the internal subject matter expert on HIPAA, maintaining current knowledge of HIPAA laws and regulations, and any other applicable federal and state privacy laws or regulations.

11. Maintains confidentiality and assists others to keep confidentiality in accordance with HIPAA rules and regulations.  Oversees the release of information process and offers guidance and continuous education on updated rules and regulations as needed.

12. Maintains professional growth and development through seminars, workshops and professional affiliations to stay abreast of trends and changes in field of expertise and communicates the information to staff. 

13. Conducts departmental meetings to share information, address issues, interpret new regulations and provide educational opportunities.

14. Analyze the needs for equipment, maintenance and upgrades for long range planning and budgeting.

15. Coordinates Quality Improvement studies and play an active role in reviewing the data and conducts follow-up to ensure positive outcomes.

16. Assures that equipment is current in maintenance and vendor contact made if not performing properly.

17. Develops and maintains departmental policies and procedures for the Health Information Management department in alignment with facility policies and procedures as well as state and federal regulations.
