Butler County Health Care Center has an opening for a Information Systems Director. This full-time day position (40 hrs/wk) will provide comprehensive management and leadership in an assigned area of responsibility to successfully implement and maintain integrated software systems to meet the diverse business and patient care needs across the Butler County Health Care Center continuum. Responsibilities include but are not limited to; supervising the installation, configuration and maintenance of the organization’s networks and workstations, administering the security and user profiles for all systems and plans work using knowledge of the hospital departments. A Bachelor’s degree is required; a major in Information or Computer Science or Health Administration is preferred.  Work experience in information systems management and/or health systems could be substituted for a specific degree. At least 5 years relevant work experience in information or health systems.is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES including the following.  Other duties may be assigned.

Understand and comply with the requirements of the Hospital’s Compliance Program, including, but not limited to the Code of Conduct, The Compliance Policy, all organization-wide policies for compliance and compliance plans affecting specific duties and responsibilities.

Participate in all education and training programs regarding compliance as required by Hospital policy and as requested by supervisor.

Consistently support the compliance Program through personal example; the provision of day-to-day instruction and correction to employees in regard to compliance-related issues; application of appropriate discipline as required for compliance violations; and ongoing monitoring of activities and work product in areas of responsibility with respect to compliance-related issues.

1. Consults with end users and vendors to design, install, customize/modify, test and maintain applications to meet the needs of Butler County Health Care Center.

2. Supervises the installation, configuration and maintenance of the organization’s networks and workstations.

3. Administers security and user profiles for all systems.

4. Plans work using knowledge of the hospital departments and their use of computer and communication systems, and their department work flows.

5. Supervises the design, programming, installation and maintenance of the facility compute and storage network, including hardware and software for server management, file storage, local and remote networks.Analyzes business needs, researches and recommends solutions.

6. Supervises the design, programming, installation and maintenance of the facility data backup and recovery system to minimize data loss and downtime in the event of equipment loss, malicious software and natural disasters.Analyzes business needs, researches and recommends solutions.

7. Manages the Electronic Health Record (EHR) for the facility. Acts as the liaison between EHR Vendor and the facility.Supervises requests for change and/or problem resolution.Works with clinical staff and providers to support efforts within the EHR to provide safe, timely, and effective the patient care while fulfilling regulatory and governmental requirements.

8. Supervises the design, programming, installation and maintenance of the voice technology systems; including telephone system, voicemail and cellular equipment.Analyzes business needs, researches and recommends solutions.

9. Supervises the design, programming, installation and maintenance of facility security systems, including electronic door access and security camera systems.Analyzes business needs, researches and recommends solutions.

10. Supervises the design, programming, installation and maintenance of facility communications systems, including email, paging, secure texting, instant messaging and communication channels.Analyzes business needs, researches and recommends solutions.

11. Keeps current on emerging technologies to ensure that BCHCC is able to leverage technology to our advantage.

12. Keeps current on changes and requirements for EHR software and technology.Assists in integrating third party systems into the EHR.

13. Supervises and/or conducts training in specialized software applications.Trains and monitors progress of hospital staff and physicians and effectiveness of training programs.Assesses organization of computer training needs and specialized requirements.

14. Fixes system and hardware problems or assigns to appropriate personnel.

15. May help with personal computers and software.

16. Coordinates and implements changes and/or upgrades in vendor software and system software.

17. Acts as Information Security Officer for the system.Researches and updates security initiatives.Maintains Information Security Policies and Procedures.As Information Security Officer, participates in the Corporate Compliance Committee

18. Conducts annual Security Risk Assessment for the facility.Ensures the action plan developed during the Assessment is implemented in a timely manner.

19. Participates on the Information Technology Team.

20. Assists in abstracting data from all clinical and financial applications to be used by various departments and projects.

21. Supervises other Information Systems personnel.

22. Operates within departmental budget.

23. Plans and carries out ongoing quality improvement studies.

24. Updates and assures compliance with departmental and hospital policies and procedures.
